H.E. Mr. Salem “Mohammad Ali” Mohammad Al-Qudah

A decision was issued by the Council of Ministers on March 18, 2025, appointing His Excellency Mr. Salem Al-Qudah as Secretary-General of the Ministry of Finance, entrusting him with the task of leading financial management and developing economic and financial policies at the highest levels.

Mr. Al-Qudah possesses extensive and diverse experience, having held the position of Assistant Secretary-General for Financial Affairs from April 29, 2018, until September 19, 2024. He played a pivotal role in shaping economic and financial policies, implementing economic and structural reform programs, as well as actively contributing to the modernization of financial management, preparing the state’s general budget, and participating in drafting reform laws that strengthen the resilience of the national economy.

He previously served as Director of the Public Debt Directorate from 2013 until April 28, 2018, where he was a key member of the Jordanian delegations that negotiated new borrowing to meet government financing needs. He oversaw the preparation of financial and statistical reports related to public debt and contributed to drafting the public debt management strategy and its governing laws.

He has solid experience in managing financial operations, having held the position of Head of Operations Section (Back Office) in the Public Debt Directorate between 2009 and 2012. There, he supervised coordination and monitoring of internal and external debt departments, re-lending and grant operations, in addition to compiling and monitoring public debt data.

He also held the position of Head of the Internal Debt Section (Front Office) in the Public Debt Directorate from 2002 to 2008, where he led the implementation of the public debt management strategy by preparing annual borrowing plans, coordinating with the Central Bank of Jordan in issuing debt instruments, building effective relationships with participants in financial markets, and supporting the development of internal debt securities markets.

Mr. Salem Al-Qudah holds a Bachelor’s degree in Business Administration from Yarmouk University, class of 1986. He is considered a valuable addition to the ministry due to his deep expertise and distinguished professional career, qualifying him to lead the upcoming phase with efficiency and wisdom.
